Debt Settlement and A Credit Card. Possible?

If you have ever had an agreement to have a Debt Settlement, can you get a credit card? I entered into an agreement where I mailed a payment, one larger one, and it was distributed to all the people that i owed. So, I finished that off two years ago, and I am thinking of applying for a credit card. Can I do this? Or do they put a black mark on your credit so that you can not get a card afterwards? I feel like I have learned from the experience, so I am ready to begin again with more responsibility.
